Option to have mousewheel seek to keyframes

The fewer issues I have to read, the more new features I will have time to implement, so I ask that you please try these things first

Description

For quick placing the cursor to a keyframe with the mouse only. I often scrub through a clip to find a good place to segment and it would be nice to just mousewheel up to the previous keyframe for the mark in, scrub a little further on and mousewheel down to the next keyframe for the mark out. I know about "Align segment times to keyframes"—and love it!—but this is for a different kind of workflow.
