enable-force-dark flag enabled/disabled in Edge when Light Switch enables/disables dark mode

Description of the new feature / enhancement

Add an option to Light Switch such that when Light Switch enables/disables dark mode, it will also:

1. Enable/Disable Edge's "Auto Dark Mode for Web Contents" (enable-force-dark) Experiments flag when Light Switch enables/disables dark mode
2. Ask the user if it is OK to restart Edge in order for the enable-force-dark flag to take effect

Scenario when this would be used?

When a user wants to

1. view web pages that do not automatically switch to dark mode when the Edge browser itself is configured to use dark mode, but
2. wants pages to resume being displayed in light mode when Edge is configured to light mode

For example, learn.microsoft.com continues to display pages in light mode even when Edge itself is configured to use dark mode. If the user manually uses the enable-force-dark flag, learn.microsoft.com will display pages in dark mode, even when Edge itself is configured to use light mode.
