Key Remapper no longer allows binding a key to only a modifier

Steps to reproduce

Create a new key remapping from any key to any modifier only. When saving, this error now appears.

Previously this binding worked fine (around 0.71.x I believe), however once I updated and opened this menu, the remapping stopped working.

✔️ Expected Behavior

The chosen key to become a modifier key.

❌ Actual Behavior

The key does not remap and a warning is displayed upon saving.
