Experimental TableView crashes in a blank WinUI 3 application

Describe the bug

The experimental WinUI TableView control causes the application to crash immediately when the application is started/debugged.

The crash appears to occur because WinUI cannot load the default style resource dictionary for TableView.

The debugger reports:

Cannot load DefaultStyleResourceUri 'ms-appx:///Microsoft.UI.Xaml.Controls.Tabular/Themes/generic.xaml' for TargetType 'Microsoft.UI.Xaml.Controls.Tabular.TableView' in assembly 'Unknown'.

Why is this important?

The experimental WinUI TableView control causes the application to crash immediately when the application is started/debugged.

Steps to reproduce the bug

Create a new Blank WinUI 3 application. Add the experimental WinUI package/control that contains Microsoft.UI.Xaml.Controls.Tabular.TableView. Add a TableView to the application's XAML. Build the project successfully. Start debugging. The application crashes during initialization.

Actual behavior

The application crashes during XAML/control initialization.

Expected behavior

The application should start normally and TableView should load its default styles from:

ms-appx:///Microsoft.UI.Xaml.Controls.Tabular/Themes/generic.xaml

The control should then be displayed without an exception.
