API Uri is not working to stable channel

• Azure Data Studio Version: 1.52
• OS Version: Windows 10 Enterprise

Steps to Reproduce:

1. Go to 'https://azuredatastudio-update.azurewebsites.net/api/update/win32-x64/stable/latest'
2. Error 403 - This web app is stopped.

Does this issue occur when all extensions are disabled?: Yes/No
