There is no option to select the Azure SQL Database Compute tier when using the option "Create a database from a bacpac file"

• Azure Data Studio Version: 1.52.0
• OS Version: Windows 2019, 1809 (OS Build 17763.7792)

Steps to Reproduce:

1. Install Azure Data Studio
2. Add the Extension "Admin pack for SQL Server"
3. Add a Connection to an Azure SQL Server.
4. Right Click the connection and select "Data-tier Application Wizard"
5. Select the option "Create a database from a .bacpac file"
6. Enter the details of the bacpac file location and update the name of the Database as required.
7. Click next.
8. Click Import.

There is no otion to select the Compute for Azure SQL Database and the resulting DB that is created is of a very low SQL, which is General purpose with 2 cores and 32 GB space, which is way too low for any database.

Does this issue occur when all extensions are disabled?: Yes/No No
