Setup skills without having to commit configuration to multiple repos

Is it possible for `/setup-matt-pocock-skills` to be modified so I don't have to commit configuration across multiple repos? One thought is to implement a mode where the configuration is installed in my user-level `~/.claude/` directory instead.
