[Bug] No action handles appear when clicking in a cell

Description
No action handles appear when the user clicks in a cell of a table. The handle appars only when the mouse is positioned below the column, which isn't handy.
Steps to Reproduce
- Create a table.
- Click in any cell.
Expected Behavior
Two handles should appear: one for the row, another for the column.
Actual Behavior
No handles appear.
