Cannot create creditmemo

Steps to reproduce

• Place an order with multiple items
• Invoice partially the order + the shipping
• Invoice the lasting items
• Create a credit memo from the last invoice (the one without the shipping amounts). The shipping are filled to be refunded. Refund some or no items at all.
• Proceed the refund.
• The refund miss the shipping tax (the totals in the summary are wrongs - but the refund is correct)
• Create a credit memo from the invoice with the captured shipping amounts.
• There's a fatal error ‘main.ERROR: Maximum shipping amount allowed to refund is: €0.00 [] []‘

Expected result

The totals in the creditmemo are correct and reflect what will be refunded. I can create a new credit memo afterward for the invoice with the shipping amounts.

Actual result

There's a fatal error ‘main.ERROR: Maximum shipping amount allowed to refund is: €0.00 [] []‘
