Create something lke `lz4recover`.

Is your feature request related to a problem? Please describe. Bzip2 and lzip have recovery tools that can recover undamaged parts of damaged archives, bzip2recover and lziprecover respectively.

It would be good to something like this see this on lz4 too.

Describe alternatives you've considered Something like lz4 -d -c damaged.tar.lz4 >> recovered.tar might work, but this will also extract the damaged parts. It would be good if there was a tool that skips over the damaged parts, or fills them with blank space (and lists the byte ranges so the user knows what's damaged).
