Get OpenStreetMap data from planet dumps instead of Overpass

A while ago (see #961) you have been banned from the servers at overpass-api.de. This was because you are using significantly more than your fair share of resources on the server. Changing the user agent to circumvent the ban was sadly not the right solution to the problem. It just leaves you with a very annoyed sysadmin.

This is to inform you that your app is now banned again. Sorry but you are still among the Top10 users and we still have more requests than resources.

The usual way to get OpenStreetMap data should be by downloading a planet dump or extracts and processing the data into a format that serves your user base, e.g. vector tiles or simplified area dumps. You might even find vector tile services that already suit your needs. Or you can run your own Overpass server. Or get help from one of the commercial providers.
