Statistical Region Merging (SRM) based image segmentation

Hello I'd like to propose adding an Statistical Region Merging(SRM) based image segmentation to ccv_classic.c I have already coded it up once in pure C https://github.com/dheer-prog/srm_implementation and would like to add it to this library, if this aligns with the project I'll go ahead and open up a PR in a few days
