Open in new window stays on top

When using "Open in new window", the newly opened NOI window stays always on top of other applications.

Expected behavior: The new window should behave like a normal application window and only stay on top when explicitly configured to do so.

Actual behavior: The window remains above other application windows, even after switching to another app.
