[UX/Improvement] Improve workflow for Noi sidebar (left) buttons

When opening and closing the left sidebar, the buttons in the top left corner change depending on whether the sidebar is open or closed. My belief is that the buttons here should stay consistent regardless.

When left sidebar is closed, the button to open the sidebar is located at the bottom lefthand corner of the window; when sidebar is opened this button moves to the top lefthand corner. This is confusing (especially for a casual user) and unnecessary.

When left sidebar is closed, the traffic light buttons are nowhere to be found; when sidebar is opened this buttons show up in the top lefthand corner of the window. This adds useability friction and is frustrating.
