NSIS high DPI support

Windows installer doesn't support high DPI. Appears blurry. NSIS 3.0+ actually have built in high DPI support, but it needs to be enabled with a line ManifestDPIAware true. So this will enable UI scaling.

As of wizard images, they will be upscaled automatically. Icon is fine, as it's multisize. It will pick up proper size.
