Add Option to disable automatic requests to plugins.lapce.dev

The problem is, if I start the application in an environment without access to plugins.lapce.dev I get error message constantly.

There should be an option, to deactivate this behaviour.

Hm, maybe a checkbox, don’t show this error again.

Additional context

So I think currently the site may just be down. but I am just testing this app and later it is in an offline environment, so there is no regular checking the plugins useful.
