Campaign is not sent to all subscribers

Description of the bug and steps to reproduce: When I started a campaign in production, only the half of all subscribers have been sent a mail, despite the campaign is marked as finished. Is there a way I can see which ones didn't get the mail that I can send them the campaign again? As I changed some settings during sending, I had to restart the app three times. can this have any influence?
