Proposal - Update the CLI Skill to always specify a vault if there are more than one

The skill should assume that the user has multiple vaults and that the current vault may not be the one they want to work with.

It should start by querying the vaults the user has and if there is more than one, it should ask the user which vault they want to work on and target the vault in all subsequent commands.

The skill already has Vault Targeting, we would just need to add instructions to use the list known vaults.

I'm happy to do the work and submit a PR if this is accepted.
