Quick unlock shows even without polkit enabled/ usable

Brief Summary

KeePassXC 2.8.0-snapshot shows the "(fingerprint) Unlock Database" dialog when the host environment does not have a "Quick Unlock" capability. If this capability is not present, do not display the "Unlock Database" dialog and present the Password prompt, as per usual.

Steps to Reproduce

1. Open a database
2. Enter the password
3. Lock the database
4. The "Unlock Database" dialog is presented, rather than the password entry. Have to Press 'Cancel' to have the password entry shown.

Expected Versus Actual Behavior

1. Open a database
2. Enter the password
3. Lock the database
4. IF the host OS has 'Quick Unlock' capability, then present the 'Unlock Database' dialog, otherwise, show the Password entry prompt.
