Kavita gets stuck at Kavita.Server.Program Running Manual Migrations - complete

What happened?

First, after installing Kavita, it failed because it could not find appsettings.json. I copied it to $HOME/config/config. Now, it gets stuck with the message

localhost:5000 says 

Looks like there’s a problem with this site

Firefox can’t connect to the server at localhost:5000
