[Bug] In Ticket Flow Setup, unable to delete additional flows after creation

Environment Information

Ubuntu 24.04, Jumpserver Enterprise v4.10.19

Bug Description

After creating a new ticket approval flow under /tickets/flow, there is no option to delete the new or other additional flows

Recurrence Steps

1. Navigate to jumpserver_host/ui/#/tickets/flow
2. Create a new flow and submit
3. Select the new flow via it's checkbox and select Actions drop down

Expected Behavior

Expected Behavior is being able to delete new and additional ticket approval flows
