learn: claude-fable-5 and claude-fable-5-1 missing from the provider catalog, dumbzone scored against 200k

contextWindow falls back to 200k for claude-fable-5 and claude-fable-5-1: neither has context_window_tokens in shared/provider-catalog/catalog/current.yaml (checked at ed37ab1). My transcripts show claude-fable-5 turns at 897,572 context tokens and claude-fable-5-1 at 421,717, so both windows are above 200k. Effect: every fable turn over 100k counts toward the dumbzone penalty. In one week of history that was 728 dumbzone turns instead of 12. Catalog entries need verified pricing and sources, which I can't supply, so this is a report rather than a PR.
