Setting "Change Rate Threshold" puts device into reboot loop

The Problem
Setting the value of Change Rate Threshold = 0 caused the device to fall into a reboot loop with the attached logs snippet repeating over and over again. I was able to escape the boot loop by navigating to the configurations page as quickly as I could and setting the Change Rate Threshold to anything other than 0 (I set it to 1). After that, the device worked properly again.
The tooltip for Change Rate Threshold clearly indicates valid values of 0 - 9 with a default of 2.
I am not actually sure that the difference would even be between Change Rate Threshold=0 versus Change Rate Threshold = off. Perhaps that is part of the issue?
