AudioSegment.from_mp3(path,'mp3') only works once per file

I'm using pydub 0.25.1, python 3.8, macos 10.14, ffmpeg version 1.4
The first time that I open a file using the code
from pydub import AudioSegment
sound = AudioSegment.from_mp3(path,'mp3')It works. But then suppose later on down the code I encounter an error and I have to rerun the code and open the file a second time with AudioSegment, then it won't work. I have encountered this happen roughly 10 times and each time I get the same result. I am attaching two audio files which are the same. The one which is ends with used does not work and the file which ends with unused, although I have not used it, I'm pretty sure it will work.
I have tried other codes. With the aforementioned code the error message I get is:
pydub.exceptions.CouldntDecodeError: Decoding failed. ffmpeg returned error code: 1

[mp3float @ 0x7fa9b8c2b7c0] Header missingI saw somewhere that one person tried using an mp4 format even though the file is mp3, so I tried that and got:
sound = AudioSegment.from_file(self.local,format='mp4')
The error message is
