Make the side panel independently scrollable

What feature do you want to see added?

Make the side panel independently scrollable, keep the build bar sticky at the top, and improve responsiveness on smaller devices such as the iPad mini.

Upstream changes

This is a placeholder issue to collect the pull requests and issue reports related to the independently scrollable side panel that @janfaracik has created for Jenkins core. I think it may be helpful to have a location where we can see the known issues and can work to address them.
