What it does

Enforces an Adopt → Fork → Build decision ladder before any code gets written. When triggered, Claude searches for existing solutions (GitHub first, then npm/PyPI/model hubs), inspects actual implementation files, and produces a structured recommendation — Adopt, Fork, or Build from scratch — with evidence.

Fires proactively when it detects "build from scratch" intent. Stays quiet on debugging, learning tasks, or narrow function questions.
