Bug Description

Istio Default validator webhook not picking up new version 1.29.3 until manually deleted.

We are deploying this version via git. Noticed the issue as acm wouldn't sync due to istio default validating webhook still looking for previously used version IstioD when doing a canary upgrade from v1.27.2

Version

istio version: 1.29.3 from 1.27.2 previously.
