[FR]: General UI scaling (125%, 150%, etc)

Description

I would like to have a option like layout.css.devPixelsPerPx in Firefox that scales all UI elements, e.g. Tab, Bookmark bar & Menu Font & Menu bar icons etc.

Who's implementing?

• I'm willing to implement this feature myself

The problem

I'm on MacOS and my OS Font size is perfect, but the size of the Menu bar, Bookmark bar and Tab Font is always a bit to small for me to read.

Possible solutions

• An integer setting that will increase/decrease the UI scale of helium.
• Toggle setting that will make helium a little less compact, although not as flexible as the first solution.
