[Bug]: Page Border is clipped when using Vertical Tabs

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

When vertical tabs are enabled, the border around the webpage content is cut off on the side where the vertical tabs are visible, regardless of which side the vertical tabs are on

How to Reproduce?

1. Enable the Vertical layout

Actual behavior

The border around the webpage content is cut off on the side where the tab bar is shown

Note the left edge of the page content does not have the border Same goes for when the "Show vertical tabs on right side" setting is enabled

Expected behavior

The border of the webpage content should surround the entire frame
