Add a way to rate skills

Skills are big blocks of text and while they are great, for UI particularly it's has to tell what the result of a skill would look like withought going through the entire skill as a human.

We can add a way to rate skills so that users can search for skills based on rating and desired design, e.g; 'Animation + 5 star rating' search filter, or filter by highest rating to the lowest.

I would like to contribute to this.
