[i2c] Support for Si4713 - FM Radio Transmitter chip

I would like to add support for Si4713, specifically, this implementation https://www.adafruit.com/product/1958 Would this be welcomed to the repository?

For further context, this is part of my talk for GopherCon 2020 and it's been fun porting it from Python/C to Go.
