Respin the Docker container updating the components

I have a simple request. Could someone create a new version of the horovod container on Docker Hub? The one that is there is over 13 months old and the various components have been greatly upgraded since then?

BTW - I have tried to create my own container but it didn't work. I used the Docker Hub container for a long time but I would like to catch up with the rest of the world on components such as TF, PyTorch, CUDA, etc.
