failed to start Wait Until Kernel Time Synchronized

Describe the issue you are experiencing

Each time I boot up the VM, I get this message: "failed to start Wait Until Kernel Time Synchronized".

From the logs I got the following traceback message in Home Assistant Core:

Separately, I've had other issues with the Home Assistant Core: all sensors flatline around the same time, according to the system monitor integration memory usage is around 30% and processor use never exceeds 5%, the Core logs don't report issue with any integrations (at least not at the time all the sensors in my setup flatline). home-assistant.log.fault file is always empty because I have to force quit the VM after the crash which replaces the file so I can't find any traces of the resulting crash from it. I have not yet reported this other issue on the GitHub Home Assistant Core page because I am trying to isolate it from the host issue that I am experiencing.

So far I have tried to clean install my HAOS which has had no effect, and, I tried to turn on/off the "Use local time for base clock" for my VM in UTM which specifies the -rtc base=localtime option in QEMU but it has also had no effect.
