Consent block doesn't seem to work

To Reproduce Steps to reproduce the behavior:

1. Create a form with Legal Terms Block.
2. Fill out the form
3. The form is allowed to proceed even if "I don't accept" is selected.
4. There is no value for that field displayed in Submissions view

Expected behavior I would expect that the user is allowed to proceed further (to the next question or submit form) only if "I accept" value is selected. Regardless of the above, I would then expect to see the value selected in the submissions view.
