Shader Pre-Caching

Problem description

Steam has the ability to pre-generate and shaders which significantly increases system performance on both lower and hardware and modern hardware.

Feature description

EExamine how steam pre-caches shaders and try re-implementing it in open source. This will permit ideal performance on Epic Games, Amazon Games, and GOG Games.
