[Bug] traffic blocked + popup shown for an executable which already has HTTP allow rule

Steps to reproduce

already had installed Logitech G Hub which has one process executable lghub_agent.exe. start logitech g hub a popup appears from simplewally asking to take action and traffic is blocked, even if i allowed HTTP* I can reproduce issue every time i close lg hub from tray, and restart it.

Expected behavior

traffic allowed and no popup shown

Actual behavior

The traffic for this process is blocked and a popup appears asking to take action, even if I have allowed HTTP* for it.
