Jira Integration

We're currently emailing Jira when a check fails which works but results in multiple tickets (one for "check is down", another for "check is up").

It would be awesome if HealthChecks could open a ticket when a check fails and then close it again if it starts passing. Or if there's a better way of using the existing integrations I'm all ears :)
