Add Vulkan support.

Pls add Vulkan support for more device compatibility.

I am the owner of the BC250 board from AMD and ASROCK. And it only supports the vulkan well, as then OpenCL and hip led it to a critical shutdown. I would like to offer support vulkan as in projects like llama.cpp and other ggml it works perfectly. And OpenCL has poor support from AMD.

I think this would be a good leap towards compatibility with a large number of devices
