Add cflags/cxxflags to the handbrake build

Description of the feature or enhancement you'd like to see in HandBrake

I would like to be able to pass the cflags/cxxflags "-march=armv8-a+crc -mtune=cortex-a72 -Os" to the handbrake build, but when I try using CFLAGS/CXXFLAGS or CC/CXX it is ignored by some parts of the build process.

Would it be possible to pass flags to all parts of the build process?
