[Feature]: Option to disable Location checkout

I'm requesting a general option to disable location checkout altogether in a Snipe-It instance (including for superusers).

For our workflows, one of the most important things is which department an asset is assigned to. We have auditing, reporting, and automatic processes tied to the inherited Department information. But there's no direct Location -> Department assignment. And even if there was, some of our Locations are shared between departments. For our needs, the Location assignment is rather redundant, at least for assets, where you have two other Location fields to use.

We've also recently started experimenting with giving some of our larger departments with their own IT personnel access to our instance through multi-company, which makes things even more complicated when it comes to location checkout.
