User should be able to create rule from pipeline details

What?

When creating a pipeline, I have to jump through hoops to add a new rule to an existing pipeline. When looking at a pipeline:

A user is instructed to click "Edit" to add existing rules to this pipeline. When starting a new pipeline, users will also want to add a new rule and attach it to this pipeline. There should be a new button that allows creating a rule + adding it to this pipeline in one go.
