RBAC Editor Role User cannot open Inspect for a created Panel

Steps to reproduce:

1. Login
2. Navigate to Users
3. Invite a new User with a Basic Editor Role
4. Login as the Editor Role User
5. Navigate to Dashboards
6. Create a Dashboard and Panel
7. Click on the kebab button for the Panel
8. Hover over "Inspect"
9. Select any of the Options to Inspect the Panel In (JSON, Query, Data)

Expected:

We're able to to open the Inspect Panel, and view the Panel Specs

Actual:

Nothing happens when we select 1 of the 3 options.
