Grafana OSS Alerting: Alert State History - Allow "exclude" of start/end states - make series limit of 5000 configurable

Why is this needed:

In Grafana OSS 12.1.1 Alerting --> History you can filter for "Start State" or "End State" and you can select "all" or a specific state. However if you have many alert state changes like "Normal --> Normal (Updated)" or "Normal --> Pending" then you have a long list of alerts which are maybe not relevant. There is no possibility to exclude these. like "NOT Start State: NORMAL" and "NOT End State: NORMAL (UPDATED".

The problem is large list with alerts which can not be excluded. Further it hits the hardcoded max_series_per_query_limit" of 5000.

For labels this is possible because you may select an operator like != to exclude

What would you like to be added:

an operator like "NOT" fpr Start/End state or a multiple value selec possibility to only select the states I am interested it (excluding the one I do not want).

Or something like we have in other panels like "query filter" with the "+" or the "-" symbol to include or exclude.

Or something like in "Explore -- Logs" where you can select the text in the logline and then decide "Line contains" or "Line does not contain".

Remove the 5000 hardcoded limit and allow the user to change this default limit.
