[Feature Request] Add Open File / Open Folder actions to download-complete notifications

Description

On Windows, it would be very useful if Gopeed's download-complete system notification provided quick actions for the completed task.

Expected behavior

When a download finishes, the system notification should contain two action buttons:

1. Open File — directly open the downloaded file.
2. Open Folder — open the containing folder in File Explorer and, if possible, select/highlight the downloaded file.

In addition, clicking anywhere on the main body of the notification (outside the two action buttons) should open/restore the Gopeed application window.

The action buttons should execute only their respective actions and should not also trigger opening the Gopeed main window.

Why this is useful

This would make completed-download notifications much more practical. Users could immediately open the file, locate it in Explorer, or return to Gopeed without first opening the application and finding the task manually.
