x/build/cmd/golangbuild: add support for test artifacts in LUCI

Proposal #71287 to add support for test artifacts was accepted and implemented in Go 1.26. We should update golangbuild accordingly, so that it's possible for us to take advantage of this new feature in LUCI (Go's CI system). This is a tracking issue for that.
