Missing documentation for SHIORI_HTTP_SERVE_SWAGGER environment variable.

After #1026 , APIv1.md should be updated to say that if you're going to run the server locally to get the API docs, you need to set the SHIORI_HTTP_SERVE_SWAGGER environment variable.
