Add Support for GitHub Autolink References

When generating a changelog, the autolink references we've setup in GitHub and add to our PR titles are not output to the CHANGELOG.md as URLs. They are only output as plain text.

I would like the changelog generator to output the CHANGELOG.md file with the autolink references we've created in GitHub Settings.

Describe alternatives you've considered

I have not considered any alternative solutions.
