Build abi3t wheels for Python 3.15

This isn't actionable quite yet because setuptools doesn't yet have support for building abi3t wheels, see https://github.com/pypa/setuptools/issues/5205 and https://github.com/pypa/setuptools/pull/5193. I've had a little trouble getting the attention of setuptools maintainers but I'm hoping as Python 3.15 gets closer that will change.

Are you interested in leaving this issue open for now? I'd like to experiment with building abi3t wheels and psutil seems like a high-impact way to do that and shake out any possible issues.
