Migrate ESLint configuration to flat config without FlatCompat

eslint.config.cjs still translates three eslintrc blocks through FlatCompat. Replace them with the native flat configs from @nx/eslint-plugin and @typescript-eslint and remove the @eslint/eslintrc and @eslint/js dependencies.

We are looking for developers already familiar with the codebase. Please comment on this issue to get assigned before starting.
