Bug: Restore files from system backup not working

Bug Description

Just created a scheduled system backup, which seems to have worked. Though UI shows size is 7.55MB but actual size of the backup files is just over 2MB. But then when I got to Restore files and I enter the recovery key, I get: The remaining backup files could not be loaded.

In the backups directory I see 'system-recovery' directory with these inside:

config
data
index
keys
snapshots

where data is 2.0MB in size.

Steps To Reproduce

Create system backup. Try to restore the files.

Expected Behavior

Should get a list of files.

Actual Behavior

Getting message: The remaining backup files could not be loaded.
